Aws-cdk: cli: Allow changing endpoint to eg. localhost

It would be awesome to be able to target another endpoint using the aws-sdk, in order to support deploying cdk synthesized cloudformation templates to local systems like https://github.com/localstack/localstack

It seems like this would be a fairly trivial change to implement, and i would be happy to provide the PR for this feature.

Hi @smilykoch, I apologize for the late reply. If you are still interested in this and would like to put in a PR we would absolutely appreciate the assistance and can make sure that gets merged as long as it's not a breaking change.
