Atom: allow scrolling beyond end of file (feature request)

Description

When adding to the end of a file, I generally find it easier to focus when this does not happen at the very bottom of the Atom window and screen.

In Sublime Text it is possible to scroll down until the last line of the file is displayed at the very top of the view.

I would love it if this feature made it into Atom (which I generally much prefer to Sublime nowadays).

sorry for posting this, which is not only a duplicate of https://github.com/atom/atom/issues/9908, but can also be solved with a simple setting ("scroll past end").
