Atlantis: Allow wildcard for `-d` and `-w` flags:

Via @psalaberria002, would like to be able to run atlantis plan -d my/dir/* (and same for apply).

This is done for -p: https://github.com/runatlantis/atlantis/pull/1419 . We should leverage the same flag for this.
