Keep in mind @serpent5 and I did a total rewrite of CORS after this issue, Improve CORS documentation #21541 was created. I think it mostly needs a 2nd technical review.

Whoever will be handline this please review the referenced https://github.com/dotnet/aspnetcore/issues/17711 issue, as it has some writeup referenced.
