How to add global AuthorizationFilter (with policies) to SignalR (like we are doing it for MVC via MvcOptions)?

There's nothing like this in 2.2 but in 3.0 it'll be possible with endpoint routing (there's a blog post coming soon that descibes how it will work going forward).
