I followed the steps given by you, but face with the problem given in the title:
Switching between cultures in dropdown redirects to default culture.
I wrote to many forums but none of their advice could help me solve it. Here is the link where you can get detailed info and used codes, browser results, etc.

I stumbled upon this too. There is a correlation between the GDPR cookie consent feature middleware, which will prohibit setting the cookie when the user has not yet given his consensus.
Thanks @hishamco for providing the tag helper. It doesn't respect the GDPR though, as it hard-sets the cookie via JavaScript. I believe declaring the cookie as essential will work as expected.
@rschindhelm I did that before GDPR support, you can file the issue in my repo, hopefully to work on what you asked for
