Goal:
We want to move to consistent queries/filtering of information across all apps. So when a user wants to query, we want the ability globally available on the app.
Background:
Currently the block query is fully split into a seperate tab. So when the user wants to query, it takes 2 clicks - first to the query tab, the typing the value and submitting for refresh.
Pre-requisites:
Requires https://github.com/polkadot-js/apps/issues/942 to be done first (so the block query is not empty by default - it only contains the query bar atm when entering)

When done, the layout should look something along the lines of -

I will first implement the new layout, ensuring that it displays and functions correctly at mobile sizes.
Then, I will verify that the queries still work.

I will relocate the Query component from BlockQuery in the app-explorer package to Tabs in the @ui-app package.
I will redesign the Tabs component so that it incorporates this new element without losing generality for use in other contexts.
Finally, I will lift the state up to app-explorer so that Tabs and BlockQuery are both able to share the state of the Query component.
This will take me a short amount of time as I've done similar projects in the past, my development environment is ready, and I'm available to work full-time on this.
