Amphtml: Create Markdown File For Demoing Local Builds Externally

Currently this resides in https://github.com/ampproject/amphtml/blob/master/contributing/TESTING.md

But I think it would make more sense to have a contributing/DEMO.md , and have the testing link to that for testing (demoing) local build externally.
