This is a weird one.
I was able to reproduce the issue, but only on my first try.
In uBO's logger, I think that ###flash-cookie was mentioned, which is a blocking rule found in 'Fanboy's Annoyance List' and 'Fanboy's Cookie List'.
Now, this should indicate that it's a simple matter of a blocked cookie, right?
But on my next attempts to reproduce the issue (with an empty cache of course), their cookie was not blocked, and there was no sign of ###flash-cookie in uBO's logger.
So, for my last tries, I configured my browser to completely block all cookies.
Their cookie was indeed blocked, but still, the site loaded just fine!
Being a .gov site and all, my best guess would be that they log our IPs, and that they use some type of dynamic cookie policy, which is only required for connections which are unknown to them.
It'll be interesting to hear if someone can explain this.

I believe I have identified the issue.
The page does go blank, but only when Flash is turned on for the site. Loading the page in no-Flash mode does not blank out the page.
When in Flash mode, the problem entry is ##.flash.cookies in Fanboy's Annoyances. One possible fix is nasa.gov#@#.flash.cookies.

I didn't toggle Flash on or off in any of my attempts to reproduce the issue.
@THEtomaso I can only assume that there was a slight settings delay in your Pale Moon installation, then, I guess?

@THEtomaso You'll probably do it either way, so I'll wish you the best of luck with it, as long as you mention that the problem appears to only trigger when Flash is turned on.
Because if you don't, I presume that he can't reproduce the issue.
All in all, the problem is that the user does not have AdGuard Annoyance, only you can ask him to activate when an exception like goes here for bug under Fanoboy's Annoyance.
OP is using 'Fanboy's Annoyance List'.
This is probably what's causing the issue at his end too, so he'll be able to take advantage of any potential exception rule that is added there.
