Addons-server: Remove `name` column from `categories` table

Follow-up for https://github.com/mozilla/addons-server/issues/10392 : once that is fixed in prod, we can remove the name column from the category table entirely.

@diox I verified add-on submission on AMO stage with FF65 - Win10. I did not find problems with the categories while submission or in Dev Hub - on edit product page where categories can be modified.
